The purpose of the Capacity Replacement Project is to replace the majority of the delivery capacity of Northwest’s existing 268-mile-long, 26-inch-diameter pipeline between Sumas and Washougal in response to a Corrective Action Order issued by the U.S. Department of Transportation. Work will involve adding new pipe parallel to old in the existing right of way. Public comment period was March 11 to April 25, 2005. Public meetings were held 4/11-13.
