A "Water Exchange" is a tool for providing the mechanism to make water available through mitigation. Water banking is a way to use the market to make water available for new uses, such as increasing stream flows and providing water for development. Although banking approaches may differ, the common goal is to move water to where it is needed most. There are six water banks in the Kittitas Water Exchange that you can use to find water for your needs; the Lamb and Anderson bank (Upper Kittitas Basin), the Roan bank (Swauk Basin), the SwiftWater Ranch bank (Teanaway Basin) the Reecer Creek Golf Course bank (Lower Kittitas Basin) the Williams and Amerivest bank (Lower Kittitas Basin) and the Roth-Clennon bank (Upper and Lower Kittitas Basin).
If your proposed use would exceed 5,000 gallons per day (gpd) for domestic, group domestic, or industrial purposes, or if your irrigation is for commercial purposes or is greater than 1/2 acre in area, your use is not permit-exempt and requires a water right permit. If your use requires a water right permit because your use exceeds the permit exemption amount, you will also need to complete an application to appropriate public ground water.
The Upper Kittitas Ground Water Rule - Chapter 173-539A WAC was adopted and became effective January 22, 2011. Unless you are exempt from the Rule, you need to mitigate for your new use of water. If you plan to use permit-exempt groundwater in the Upper Kittitas Basin, and you want to calculate your water use and do the paper work yourself, you need to submit a request for a water budget neutral determination.

Although mitigation is not required by the Upper Kittitas Groundwater Rule, water has been made available for the Lower Kittitas Basin.
These trust water rights will vary in effectiveness to serve as mitigation for new ground water users, depending primarily on where the proposed new use of ground water will be located.

Water Banking - Making Water Available for new uses: both in stream, and out of stream
How can I transfer my water right to a buyer? Washington’s surface water code and ground water code permit existing water rights to be changed and transferred, provided that no other water rights are detrimentally affected or injured.
How can I use my water right to mitigate for new uses? Ecology is authorized by the legislature to use the Trust Water Right Program for water banking purposes. Using this authority, Ecology has made the Trust Water Right Program available in the Yakima River Basin to assist water users ensure their new or existing water use is water budget neutral with respect to the Total Water Supply Available.
