
Franklin/Grant Conservation Districts Irrigation Water Management StudyThe ProjectThe grant funds a study to document and develop a program to retime water conserved by irrigation water management projects so that it reaches the Columbia River in late summer when streamflows are at their lowest. OpportunitiesIf the study determines that return flows can be retimed to reach the River in late summer, the conserved water from these projects could be used to replace water withdrawn for new out-of-stream uses Legal IssuesOne of the goals of this grant was to study legal issues associated with implementing Irrigation Water Management as a mechanism for providing net water savings for new water rights.
