Drought Planning and Preparedness Grants
Ecology is offering $1.8 million statewide in competitive grants to incentivize and facilitate increased local drought preparedness, resiliency, and water supply security by funding the preparation of “Local Drought Preparedness Plans.”
Plans will identify the specific actions, along with associated costs and timeframes, a local community intends to take to increase its water supply security as the climate changes.
Funding cycle

- Grant award limit: There is no budget cap for projects
- Amount of matching funds required: None
Applications are not being accepted at this time.
This pilot competitive grant funding opportunity was open for application Jan. 16, 2024, to March 14, 2024.
We anticipate issuing these competitive local grants beginning in summer 2024.
Funding is available for the following entities:
Entities eligible to apply for the grants are (under RCW 43.83B.415):
- Counties, cities, and towns
- Federally-recognized Tribes
- Public utility districts formed under chapter 54.04 RCW
- Water and sewer districts formed under chapter 57.02 RCW
- Conservation districts formed under chapter 89.08 RCW
- Irrigation districts formed under chapter 87.03 RCW
- Port districts formed under chapter 53.04 RCW
- Watershed management partnerships formed under chapter 39.34.200 RCW
This pilot grant round is focused on Local Drought Preparedness Plans.

This grant offering is separate from the funding that Ecology distributes to eligible applicants when a drought emergency is declared, and an emergency drought funding rule is in effect.

We hosted a workshop at 10 a.m. on Jan. 9, 2024, to provide information to potential grant applicants about the process and purpose of the grants.
