Progress

On November 15, 2004, in Waterville, Washington, the Moses Coulee & Foster Creek WRIA 44 & 50 Watershed Management Plan became the 5th watershed plan in the state to be adopted. On that date, the joint Boards of Commissioners from Douglas and Grant Counties voted unanimously to adopt their Plan.

This culminated over 5 years of effort by members of the WRIA 44 & 50 Watershed Planning Unit in development of the Watershed Management Plan and over 4,000 hours devoted to seek public input on the scope of the plan. The Planning Unit voted unanimously to approve the WRIA 44 & 50 Watershed Management Plan on September 23, 2004, and then forwarded it to the 2 counties for their consideration. Grant County held a public hearing on November 9, 2004, in Ephrata to receive public testimony on the Watershed Management Plan. Douglas County held a similar public hearing on November 15, 2004. (Okanogan County, having less than 5% of the watershed, opted out of the WRIA 44 & 50 Watershed Management Plan, as allowed by law).

The lead agency for the watershed planning effort was Foster Creek Conservation District, who also serves as lead entity for salmon recovery activities in the county.
