Research Papers

The research papers below were prepared by teams of Ecology staff members from the
Hazardous Waste and Toxics Reduction Program and
the Solid Waste and Financial Assistance Program. These issue papers
were developed to assist Ecology in updating the statewide plans for hazardous waste and solid waste management. In turn, those
plans will help Washington and its citizens to take a path that leads away from waste management and toward the goal of moving
beyond waste.
A History of Hazardous Waste Management in Washington State is a brief summary of the laws and regulations that have shaped
the history of hazardous waste management in Washington. Included are major milestones and achievements as well as a glimpse into
the future.
Regulatory Compliance and Hazardous Waste provides the reader with a description of Ecology’s current hazardous waste compliance
program, describes the current program’s strengths and weaknesses, and offers recommendations for improvement.
The issue paper on Management According to Risk looks at how risk, as a factor of waste management, has been used to determine
what activities Ecology has conducted in the management of hazardous waste. Our changing views of risk and what this means for
the future of hazardous waste are also discussed.
The Data Trends and Collection issue paper examines the current and future hazardous substance use and hazardous waste generation
rates and trends. It explores what’s working and what isn’t and makes recommendations for moving toward sustainability and the
Beyond Waste goals.
The issue paper on Fee Systems within the Hazardous Waste and Toxics Reduction Program takes a hard look at the current fee systems
within the program and answers questions such as: 1) Do these fees promote positive environmental behaviors? 2) Will these fees
help us to move toward the Beyond Waste vision? and 3) What changes need to be made?
An issue paper on Pollution Prevention Planning focuses on what’s working and what can we do better regarding Ecology’s P2 Planning
efforts for hazardous waste generators. Numerous recommendations for improvements are provided with the goal of achieving the
Beyond Waste vision.
The issue paper on Permitting and Corrective Action explores the existing system for permitting activities at facilities that
treat, store or dispose of hazardous wastes as well as the cleanup (or corrective action) of spills and leaks at these
facilities. What changes are needed to these systems as Ecology moves toward the goal of Beyond Waste?
Education and Technical Assistance is an issue paper that delves into the various efforts by Ecology to promote waste reduction
and recycling as preventive measures for the management of hazardous substances and wastes. The challenges for the future of
education and technical assistance are examined as Ecology strives to achieve Beyond Waste.
