The study evaluated permit compliance for 45 mitigation projects randomly selected from U.S. Army Corps of Engineers and Ecology databases. The study evaluated site conditions against requirements of a variety of regulations (including Section 404 permits, water quality certifications, wetland mitigation plans, and monitoring reports).

Study assessing the effectiveness of compensatory wetland mitigation statewide. The study evaluated permit compliance for 45 mitigation projects randomly selected from U.S. Army Corps of Engineers and Ecology databases. The study evaluated site conditions against requirements of a variety of regulations (including Section 404 permits, water quality certifications, wetland mitigation plans, and monitoring reports).

The study asked three questions of each project:

  1. Was the project implemented?
  2. Was it implemented to plan?
  3. Was it meeting its performance standards (those assessable by the methods of this study)?
