This final draft of Washington State's Coastal Zone Management Program section 309 assessment provides assessments of the nine Congressionally-mandated improvement areas for states with federally-approved Coastal Zone Management Programs. Washington's CZMP was approved in 1976. The section 309 improvement grants program was added to the Coastal Zone Management Act (CZMA) in 1991. Every five or so years the states with federally-approved programs are required to prepare a new assessment of the status of their coastal zone management programs and new strategies for making improvements to their CZMP.
