This handout was used during the workshops for the Eastern Washington Stormwater Manual and Model Program.

Ecology issued a National Pollutant Discharge Elimination System (NPDES) and state waste discharge general permit for stormwater discharges associated with a broad range of industrial activities on October 4, 2000. That permit was appealed by a coalition of environmental groups who charged that the permit did not meet the intent of the Federal Clean Water Act and Washington State′s Water Pollution Control Law. The permit was revised and reissued on August 21, 2002. The revised permit addresses the issues highlighted in the settlement agreement, including compliance with water quality standards; monitoring and reporting, including sampling and analysis; discharges to impaired waters listed under Section 303(d); and consistency with water clean up plans (TMDLs).
