Fees may be used as powerful economic tools to influence the decisions and behavior of businesses and individual consumers. Fees may also be used to generate revenues to pay for important government programs and services. In this issue paper a written summary is provided of the steps used to identify and evaluate fees to reduce or eliminate hazardous wastes. Some general conclusions and recommendations on needed changes and how we can achieve the Beyond Waste vision follow. This is one of eight issue papers prepared by Ecology staff to help in the development of strategic plans to move Washington in a new direction, toward a society that views waste as an inefficient use of resources and believes that many wastes can be eliminated. Eliminating wastes will contribute to social, economic, and environmental vitality. | |
