As required by the Administrative Procedure Act, Chapter 34.05 RCW, before adopting a rule, in this case the Shorelines Guidelines Rule (WAC 173-26, Part III), Ecology is required to prepare a CES. The CES includes documentation of required agency determinations before adoption, a summary of all comments recieved on the proposed rule and a response to each (Responsiveness Summary); details on the changes made to the proposed rule in response to comments; a summary of the public involvement process conducted during rule adoption; and a rule implementation plan. | |
