Abstract Long Description

This Background Information paper for the Beyond Waste Summary Document discusses the history of hazardous waste management in Washington. Beginning in the 1970′s, changes in state laws and regulations reflected growing concerns that some wastes are more "hazardous" than others. Classifications to identify hazardous wastes, and regulations for their management and disposal, were the first steps toward addressing these concerns. This paper goes on to describe the Hazardous Waste Reduction Act and its focus on pollution prevention and reducing the generation of hazardous wastes rather than managing wastes that do not need to be created in the first place. Finally, Washington′s first Hazardous Waste Management Plan (1991) and the accomplishments resulting from that plan are summarized.
