Abstract Long Description

This Background Information paper for the Beyond Waste Summary Document discusses the history of solid waste management in Washington. Beginning in 1969, changes in state laws and regulations reflected growing awareness of the need for proper handling of solid waste. Legislation designated local government as having primary responsibility for solid waste management, and also required closure of open dumps or their conversion to sanitary landfills. This paper goes on to describe how solid waste management laws and regulations have evolved over the years since that first legislation was enacted. It also includes a summary of the 1991 State Solid Waste Management Plan's goals and some of the ensuing accomplishments.
