Since that time, the Department of Ecology (Ecology) has adopted a new solid waste regulation, Chapter 173-350 WAC, Solid Waste Handling Standards, which contains a section specifically devoted to composting facilities. Much of the information in Chapters 2 and 3, and parts of Chapters 4 and 5 of this handbook relates to the old solid waste regulation, Chapter 173-304 WAC, Minimum Functional Standards for Solid Waste Handling. Therefore, some of the information in these chapters is no longer valid. Composting facilities must now be operated according to the new regulation, which can be accessed via the Ecology web site at http://www.ecy.wa.gov/programs//swfa/facilities/350.html. Even though some parts are obsolete, Ecology continues to offer this handbook because it still contains useful guidance about facility planning, composting operations, and odor management. |
