This document describes Ecology's review of the proposed rules for low emission vehicles (Ch. 173-424 WAC) to determine whether the probable benefits are greater than the probable costs and whether it is the least burdensome approach for those who are required to comply. The Department of Ecology (Ecology) has determined that the benefits are greater than the costs of this rule.
