Short Description

The Department of Ecology (Ecology) is obligated under Chapters 90.82 and 90.54 RCW to set, and protect in-stream flows. The proposed rule, for the Entiat River Basin, sets instream flows that define flow levels needed for fish and all other instream values, and makes a reservation for beneficial use of 5 cfs. The 5 cfs is reserved as follows: 1 cfs for domestic use and stock watering, 3 cfs for commercial agriculture, and 1 cfs commercial/light industrial.

This document covers three economic analyses:

  • maximum net benefit analysis under Chapter 90.54 RCW
  • benefit-cost analysis under Chapter 34.05 RCW
  • least burdensome analysis under Chapter 34.05 RCW
