Short Description

Chapter 173-308 WAC Biosolids Management was adopted on February 18, 1998, in accordance with Chapter 70.95J RCW. The Washington state biosolids program establishes standards for managing biosolids. Approximately 375 facilities in the state are currently affected by the program. The program currently affects approximately 375 facilities in the state. The majority of them are publicly owned wastewater treatment plants, privately owned wastewater treatment plants that treat only domestic sewage, and similar state and federal facilities, such as military bases, prisons, and parks.

Abstract Long Description

This rule making will propose amendments to: • Improve the biosolids permitting process • Address inconsistencies in septage management requirements • Create a more complete and equitable program implementation fee • Clarify previous rule interpretations and policy decisions • Correct inconsistencies between the biosolids rule and the biosolids general permit.

Amendments will also address "general housekeeping" issues such as providing clarifications and making formatting changes.

This focus sheet explains how to submit public comments on the Biosolids Rule Amendment and provides information on the scheduled public hearings.
