The purpose of this rule is to establish procedures the department of ecology, water conservancy boards, applicants, concerned agencies, and the public will follow in implementing Chapter 90.80 RCW. Chapter 90.80 RCW authorizes the establishment of water conservancy boards and vests them with certain powers related to water right transfers. | |
