This report provides a synthesis of the discussions at a workshop to discuss the linkage between instream flow and viable salmonid populations (VSP), and to develop the scientific research agenda for future work in this arena, and suggests next steps for filling important gaps in the ‘toolbox′ of models and analyses that will help to inform salmon recovery efforts in the future.

This document is not a transcript of the workshop. Moreover, the background materials provided to attendees in advance of the meeting are incorporated by reference, but these materials are not summarized in extensive detail herein. A complete audio recording of the workshop is available to interested parties through the workshop coordinator. Attendee responses to a postworkshop questionnaire can also be made available, by request.

While the report is intended to capture the major themes and points of discussion from the workshop, the report itself reflects the interpretations and perspectives of the author and workshop steering committee.

The intended audience for this report includes expert groups engaged in salmon recovery [such as the Puget Sound Salmon Recovery Implementation Technical Team (RITT) and the Puget Sound Partnership′s Science Panel], academic researchers, watershed-based salmon recovery groups, as well as federal, tribal and state resource managers. Following an introductory discussion of the background and context for the workshop topic, Section 2 of the report summarizes the principal themes that emerged during the day′s discussions and highlights key points of agreement and unresolved issues, as appropriate. Section 3 synthesizes responses to three questions that were used to help frame the discussion. Finally, the report provides recommendations for advancing the state of instream flow/VSP science based on the content of the workshop and the review of post-workshop questionnaires (Section 4).
