Short Description

The Model Toxics Control Act (MTCA), Chapter 70.105D RCW, is a citizen-mandated law that governs investigation and cleanup of hazardous waste sites in the State of Washington. Under MTCA, sites are defined by the nature and extent of contamination associated with one or more releases of hazardous substances. The purpose of the Voluntary Cleanup Program (VCP) is to encourage cleanup and facilitate redevelopment of contaminated properties. This document provides guidance on how to conduct a property-specific cleanup under MTCA and obtain a No Further Action opinion from Ecology.
