These rules are likely to generate the maximum net benefits available under the law from the 9.88 cubic feet per second (cfs) reservations which provide a reliable supply of water for the 20-year projected population growth.

The benefits associated with the reservation outweigh the costs, including: the probable costs to ecosystems and to aesthetic and spiritual values, the reductions in option value, and the cost to use and manage the reservation.

These rules are the least burdensome option for those who are required to comply.
