In Sept. 2006, Ecology adopted strintgent oil transfer rules. The rules have had an exceptional positive impact in preventing and mitigating oil spills from the nearly 15 billion gallons of oil transferred over Washington waters each year. The consequence of a major oil spill is greater today than ever before and it has been determined that when containment boom is in the water or can be quickly deployed, oil recovery increases substantially. | |
