This Draft Intended Use Plan (Draft IUP) replaces the Draft Intended Use Plan that was issued by the Washington State Department of Ecology (Ecology) on January 15, 2009. It is also an amendment to the Final Intended Use Plan FY 2009 (Publication No. 08-10-034). An amendment to the Final Intended Use Plan FY 2009 is needed because Ecology intends to sign funding agreements (binding commitments) for the State Fiscal Year 2010 funding cycle before the actual start of the state fiscal year, which is July 1, 2009.

Abstract Long Description

This Draft Intended Use Plan (Draft IUP) replaces the Draft Intended Use Plan that was issued by the Washington State Department of Ecology (Ecology) on January 15, 2009. It is also an amendment to the Final Intended Use Plan FY 2009 (Publication No. 08-10-034). An amendment to the Final Intended Use Plan FY 2009 is needed because Ecology intends to sign funding agreements (binding commitments) for the State Fiscal Year 2010 funding cycle before the actual start of the state fiscal year, which is July 1, 2009.

This Draft IUP describes how the state of Washington will use monies available to the Washington State Water Pollution Control Revolving Fund (Revolving Fund), including funds appropriated by Congress under the American Recovery and Reinvestment Act of 2009 (Recovery Act), for the state fiscal year 2010 funding cycle.

The Recovery Act was enacted on February 17, 2009, due to a national economic crisis. The Recovery Act is intended to stabilize the economy through job creation, provide investments needed to increase economic efficiency by spurring technological advances in science and health, and invest in infrastructure that will provide long-term economic benefits.
