This FY 2010 Water Quality Combined Final Offer and Applicant List (Final List) completes the FY 2010 competitive funding cycle process identifying water quality projects for funding from four fund sources. This Final List replaces the Revised Draft List published on April 20, 2009. A separate document, the SFY 2010 Washington State Water Pollution Control Revolving Fund Final Intended Use Plan (Final IUP), is issued in conjunction with this Final List and provides more detailed information on financial assistance provided under Ecology′s Revolving Fund low-interest loan program and the American Recovery & Reinvestment Act of 2009 (Recovery Act).

Abstract Long Description

This FY 2010 Water Quality Combined Final Offer and Applicant List (Final List) completes the FY 2010 competitive funding cycle process identifying water quality projects for funding from four fund sources. This Final List replaces the Revised Draft List published on April 20, 2009. A separate document, the SFY 2010 Washington State Water Pollution Control Revolving Fund Final Intended Use Plan (Final IUP), is issued in conjunction with this Final List and provides more detailed information on financial assistance provided under Ecology′s Revolving Fund low-interest loan program and the American Recovery & Reinvestment Act of 2009 (Recovery Act).

The purpose of this Final List is to distribute funds from four water quality fund sources to high-priority water quality projects statewide. The fund sources are:

  • Centennial Clean Water Program (Centennial), state funds - from the State Building Construction Account (bonds).
  • Clean Water Act Section 319 Nonpoint Source Program (Section 319), federal funds - allocated through the state General Fund (issued through the Environmental Protection Agency [EPA]).
  • Water Pollution Control Revolving Fund Program (base Revolving Fund), federal funds - supported by EPA Capitalization grants, state matching funds, and principal and interest repayments on existing loans.
  • American Recovery and Reinvestment Act of 2009 (Recovery Fund), federal funds - administered under the base Revolving Fund and sopported by an EPA Capitalization grant made possible through the Recovery Act.
