The purpose of the Columbia River Instream Resource Protection Program is to establish the state's policies "for insuring the future viability of instream resource values of the main stem of the Columbia River . . ., including fish, wildlife, recreation, aesthetics, navigation, and hydropower resource values" (WAC 173-531-060). Ecology is undertaking this project with full knowledge of the limitations of the State of Washington. It realizes that management of the Columbia River involves other states, many federal agencies, and Canada. This program addresses the main stem of the Columbia River. | |||
