Through this instream protection program, the Washington State Department of Ecology proposes to establish minimum instream flows on certain streams which will constitute senior rights to those subsequently issued for additional consumptive diversions. Minimum instream flows are being adopted to protect fish, wildlife, navigation, water quality, scenic, aesthetic, and other environmental values. These minimum flows are proposed for adoption as Chapter 173-545 WAC, a new section in the Washington Administrative Code. | |||
