This guide was prepared for the Washington State Department of Ecology in 1996 to enhance the ability of Ecology response staff to determine the volume of petroleum products that have been released into the environment during a spill. It was intended for use by trained Ecology response staff in conjunction with existing Ecology standard operating procedures including Ecology safety and health plans and documentation protocols.
