| Abstract | Long Description |
This report is an examination of the history of oil transportation and the resulting trends in oil spills. This analysis is the first step toward measuring the level of success that industry, government and the public are having on preventing oil spills. This report is also intended to help Washington determine how to best provide the "best achievable protection" from the effects of oil spills while assuring that federal and state programs complement each other. |
