This report is in compliance with RCW 90.80.150, which requires Ecology to report biennially by December 31st of each even numbered year to the appropriate committees of the legislature. The report descibes background information, the pilot rule process, and the two pilot boards created. It also includes original bill language and the draft rule. Water conservancy boards are intended to encourage and expedite voluntary water right transfers by enabling county governments to initiate the establishment of water conservancy boards. Through this process, a partnership is established between Ecology and the local boards to facilitate transfers and changes to existing water rights. Two pilot water conservancy boards were established under the pilot rule. Ecology assisted them during the testing phase. |
