This report describes the change application process, what can and cannot be changed and information they will need to submit with their application. With much of our water already allocated in Washington State, new water rights are increasingly difficult to obtain. As a result, more and more people are choosing to make changes to existing water rights. In many areas of the state, water is already claimed or over appropriated and no new water rights are being granted.
