Abstract Long Description

This version includes only key recommendations, and it does not include any of the 75 recommendations regarding nonpoint pollution from the Salmon Recovery Plan, which are in the offical document. These were finalized by the Joint Natural Resources Cabinet after we went to press with this short version. A complete set of all the recommendations is available as a separate printout from William Green.
