The Preliminary Boarding Report is used by Washington State Department of Ecology vessel inspectors for recording deficiencies, observations and recommendations during vessel boardings while determining substantial risk under WAC 317-31 or to determine whether Voluntary Best Achievable Protection (VBAP) or Exceptional Compliance (ECOPRO) standards are being met. A copy is presented to the Master of the vessel after the inspection is concluded. | |
