The owner or operator of an anaerobic digester (AD) intending to operate in a manner meeting the conditions listed in the Applicability section of these guidelines must notify Ecology and the jurisdictional health department no less than 30 days prior to operation. ADs already operating as permit exempt prior to the publication of these guidelines must notify Ecology by October 30, 2009. | |
