Purpose

The purpose of this rule is to establish facility operations and design standards which, when followed, will: (1) Prevent oil and petroleum spills from occurring; (2) Ensure that facilities are designed and operated in a manner which will provide the best achievable protection of the public health and the environment; (3) Provide improved protection of Washington waters and natural resources from the impacts of oil spills caused by improper oil-handling equipment design and operations.
