Purpose

The purpose of this chapter is to establish operations manual requirements which, when followed, will: (1) Help to prevent oil and petroleum spills from occurring; (2) Ensure that facilities are operated in a manner which will provide the best achievable protection of public health and the environment; (3) Provide improved protection of Washington waters and natural resources from the impacts of oil spills caused by operational errors.
