Purpose

The purpose of this chap-ter is to establish a procedure for deriving whole effluent toxicity limits in accordance with RCW 90.48.520, 40 CFR 122.44(d), and 40 CFR 122.44(e) for inclusion into National Pollutant Discharge Elimination System (NPDES) permits to protect aquatic life through the implementation of all known, available, and reasonable methods of prevention, control and treatment of toxicants and through the attainment of state water quality standards. The goal of this chapter is the even-tual elimination of the discharge of toxics in toxic amounts.
