Purpose

WAC 173-415-010 Statement of purpose. These rules areenacted under the provisions of the Washington Clean Air Act asamended (RCW 70.94.395) to:(1) Assume state jurisdiction over emissions from primaryaluminum reduction plants to provide for the systematic controlof air pollution in this industry and for the proper developmentof the state's natural resources; and(2) Establish technically feasible and reasonably attainablestandards and revise such standards as new information and bettertechnology are developed and become available.

WAC 173-415-015 Applicability. (1) In addition to thegeneral applicability of chapter 173-400 WAC to all emissionsources, all primary aluminum reduction plants are required tomeet the emissions standards of this chapter. Specific emissionsstandards and requirements listed in this chapter shall supersedethe general emissions standards and general requirements inchapter 173-400 WAC.(2) All primary aluminum reduction plants are required tomeet applicable National Emissions Standards for Hazardous AirPollutants (NESHAPs). New primary aluminum reduction plants mustmeet federal New Source Performance Standards (NSPS).(3) In this rule, whenever a federal regulation is cited,the most recent version that has been adopted into WashingtonAdministrative Code is the version of the federal regulation thatis referenced. These most recent adoptions by reference can befound in chapter 173-400 WAC.
