Purpose

The purpose of this rule is to establish a program to implement the lim-ited burning policy authorized by sections 743 through 765 of the Washington Clean Air Act (chapter 70.94 RCW) and other provisions of the act that pertain to outdoor burning (except any outdoor burning listed in WAC 173-425-020(1)). Statutory authority for particular provisions of the rule is shown in paren-theses throughout the rule.The limited burning policy requires ecology and other agencies to: (1) Reduce outdoor burning to the greatest extent practical, especially by prohibiting it in certain cir-cumstances; (RCW 70.94.743(1)) (2) Establish a permit program for limited burning, one that requires permits for most types of outdoor burning; and (RCW 70.94.745) (3) Foster and encourage development of reasonable alternatives to burning. (RCW 70.94.745(6))
