Purpose

This chapter establishes minimum standards for safe bunkering operations to reduce the likelihood of an oil spill by: (1) Emphasizing the importance of proper procedures, communication and monitoring before, during and after a bunkering operation; (2) Ensuring that the duties of each person involved in a bunkering operation are clearly defined; and (3) Requiring vessel owners and operators to adopt company policies that improve the safety of bunkering.
