Growth Management Act
Climate Change Mitigation through the Growth Management Act

CTED is the lead state agency charged with enhancing and promoting sustainable community and economic vitality in Washington.
Senate Bill 6580 addresses mitigation of greenhouse gas emissions through land use and transportation planning processes under the
Growth Management Act (GMA).
The legislature recognized that implications of climate change will affect the people, institutions, and economies of Washington; that it is in the public interest to reduce the state’s dependence upon foreign oil; and finds that the state, including cities, counties, and residents, must engage in activities that reduce greenhouse gas (GHG) emissions and dependence on foreign oil.
The Washington State Department of Community, Trade and Economic Development (CTED) will prepare a report by Dec. 1, 2008 for the Governor and Legislature that:
- Describes current actions being taken by local governments to address climate change
- Recommends amendments to GMA and other statutes (if needed) to help state and local governments address climate change issues through land use and transportation planning processes
- Describes computer models and other analytic and assessment tools that could help local governments address climate change issues
- Assesses state and local resources needed to put report’s recommendations into practice and recommend funding
- Considers positive and negative impacts to affordable housing, employment, transportation costs, and economic development that result from addressing the impacts of climate change at the local level
CTED is facilitating an advisory committee to complete this work. The legislation identified which types of organizations would be represented and whether or not they would be voting members of the committee. (Committee Members, Designated Alternates, and Technical Team Roster,
