Greenhouse Gas Emissions and SEPA
After careful consideration of the comments received on Ecology’s 2010 draft working paper on how greenhouse gas emissions should be evaluated in environmental reviews under the State Environmental Policy Act (SEPA), Ecology has narrowed the focus of the paper. In its place, we have developed internal guidance for Ecology staff use. Our staff will use the guidance document when Ecology is the lead agency or an agency with jurisdiction.
The guidance will help our staff determine when project proponents should disclose greenhouse gas emissions, what types of emissions that should be disclosed, and the level of detail necessary. The internal guidance also gives Ecology staff information that may be helpful to some project proponents – such as how proponents can use the existing SEPA checklist to disclose sources of greenhouse gas emissions.
Ecology will begin using this guidance with staff this summer. Based on feedback from staff and project proponents, we will make modifications as needed, possibly as early as September 2011.
