Editor's note
Some people have expressed confusion over an April 17, 2009, penalty issued by the Washington Department of Ecology regarding an unlawful discharge of hazardous waste by a firm in Battle Ground, Wash.
The penalty was issued to Wholesale Printers in Battle Ground.
