BELLEVUE – Cleanup of contaminated soil and groundwater around and under the Hansville Store at the north tip of the Kitsap Peninsula could occur this summer if the Department of Ecology (Ecology) is able to tap into stimulus funding under the federal American Recovery and Reinvestment Act.
The estimated $1.1 million cleanup would include soil excavation under Northeast Twin Spits Road where it meets Hansville Road Northeast, with traffic restrictions through the work zone. The store is located at 7532 Northeast Twin Spits Road.
Ecology is preparing to adopt cleanup reports and plans for the site. The department invites public comment on these documents through March 11, 2010. Documents and a fact sheet are available for public review at:

A gas station operated at the store from 1934 to 1988. Several studies after 1988 have confirmed gasoline and diesel contamination of soil and groundwater at the store and several dozen yards around it. The contamination likely came from leaks in fuel pumps, piping or underground tanks. The tanks were removed in 1994.
If funding becomes available, the project’s construction could begin in June, and conclude in September, 2010. Ecology expects to know this spring whether the project will receive the go-ahead.
The soil removal would occur on store property and parts of the adjoining road and neighboring properties. A traffic plan will be developed to assure that at least one lane of traffic is always open. Contaminated soil would be removed for disposal and replaced with clean soil.
Groundwater and soil left in place under the store and other areas would undergo biochemical treatment, which could last several years. Products that enhance natural bacterial action would be inserted periodically through wells, and the remaining fuel contamination would be gradually eaten.
The store’s crawl space venting also would be improved to further help fuel vapors in the soil vent to the atmosphere.
The road excavation would require the removal and replacement of an eight-inch water main that serves the area. Ecology would work with the Kitsap Public Utility District to ensure that only brief service interruptions occur near the start and end of that phase of the project.
Ecology’s stimulus funding application for the Hansville Store cleanup is part of the department’s ongoing commitment to protect the public and environment from toxic threats and to support the state’s goal of preserving and restoring Puget Sound by 2020.
