The software to run the Western Washington Hydrology Model and the User's Manual is available online.  You can learn on your own about continuous simulation hydrologic modeling and how WWHM works.  You should have some familiarity with the existing methods (e.g., SBUH) for assessing the hydrologic impacts of developments and be able to use Windows-based software. Familiarity with PC-based spreadsheet software such as Excel is also helpful.
