Ecology Issues General Stormwater Permit to WSDOT

State and Federal regulations require WSDOT to have National Pollutant Discharge Elimination System (NPDES) permit coverage in areas covered by Phase I and Phase II of the municipal stormwater permit program.

The new state permit expands WSDOT’s requirements to regulate stormwater runoff from state highways, rest areas, park-and-ride lots, ferry terminals, and maintenance facilities. It brings WSDOT into alignment with municipal stormwater permit regulations in the state’s most populated areas. The new permit requires WSDOT to manage stormwater runoff to a greater degree, over a larger geographic area. It replaces WSDOT’s existing NPDES coverage, which has been in effect since 1995.

Over the past several months, Ecology considered public comments on the draft permit and made the necessary changes to the final permit.

Ecology issued the permit on February 4, 2009.  The permit effective date is March 4, 2009.  Ecology made minor modifications to the permit on May 1, 2009.

On March 3, 2009, the Puget Soundkeeper Alliance filed an appeal to the WSDOT Stormwater Permit. The Pollution Control Hearings Board has not yet set a date to review the appeal. Please check back here for periodic updates.
