NSR (New Source Review) Scoping, Preproposal, and Withdrawal

Past NSR Amendment Effort
 

The Washington State Department of Ecology Air Quality Program began a rule making effort for potential amendments to its NSR regulations.

Ecology solicited comments concerning the scope of the amendments, that is, what people wanted improved, added, removed, or kept in the regulations. Some proposed issues were summarized in a January 6, 1999, draft scoping paper. (There were also earlier May 29, 1998, and June 19, 1998, versions.) Comments received were compiled in a scoping phase comment responsiveness summary.

This scoping led to a Rule Development Plan, signed by the Air Quality Program Manager on August 9, 1999, and publication of a Preproposal Statement of Inquiry, a CR-101, form, on September 1, 1999. The Dept. of Ecology Regulatory Affairs Manager filed a Notice of Withdrawal of the CR-101 on August 2, 2001.

The proposed draft NSR amendments are available for viewing, though they have been withdrawn.
