Verification

Organizations covered by the Clean Air Rule need their compliance and greenhouse gas reports verified by an approved third party. Ecology will train, approve and provide a list of third party verifiers. Verifiers will be responsible for submitting verification statements to Ecology.

Verification for greenhouse gas reporting

  • Verification ensures that reports are accurate and complete.
  • Only businesses covered by the Clean Air Rule are required to verify their greenhouse gas reports.
  • Verification statements need to be submitted to Ecology annually.

Verification for three-year-compliance reports

  • Verification ensures that reports are accurate and complete.
  • Verification statements must be submitted to Ecology every three years.
  • Verification of compliance reports is similar to an accounting audit.

Find a verifier

Individual verifiers and verification bodies must be approved by Ecology. See the list of approved verifiers and verification bodies for greenhouse gas reporting below. Please note that this list does not currently include transactions specialists. Transactions specialist training is scheduled for December 2017. The list will be updated to include approved transactions specialist verifiers in early 2018. A list of approved verifiers and verification bodies for three-year-compliance reports will be provided at a later date.

Become an approved verifier

Individual verifiers and verification bodies interested in being approved by Ecology can submit an application. We will accept applications on an ongoing basis. The first screen will be July 28, 2017.

We will contact individual applicants in August 2017 to let them know if they are qualified. Qualified individuals are invited to attend our training. Training will be offered on September 14, 2017. Individuals who successfully complete the training course will be approved to verify greenhouse gas reports for facilities covered by the Clean Air Rule. A separate training for compliance report verification will be offered at a later date.

Individuals accredited as a transactions specialist by California's ARB must attend additional training to become certified as a transactions specialist by Ecology. Information about this training will be posted on our website in the future.

Criteria for verification bodies:

  • Current recognition as a third party verifier under at least one of the following greenhouse gas programs:
    • California ARB's Mandatory Reporting of Greenhouse Gas Emissions program
    • American National Standards Institute (ANSI)
    • Other GHG verification programs approved by Ecology
  • Employ at least two lead verifiers certified by Ecology.
  • Maintain at least $4 million of professional liability insurance.
  • Provide proof of procedures or policies that support ongoing verification training for staff.
  • Disclose all judicial proceedings, enforcement or administrative actions filed against the organization within the last 5 years.
  • Provide proof of policies and mechanisms that prevent conflicts of interest and identify and resolve potential conflicts of interest.

Criteria for all individual verifiers:

  • Complete Ecology training and show knowledge of Washington’s greenhouse gas and Clean Air Rule reporting protocols.
  • Be employed or subcontracted by an Ecology approved verification body.

Additional criteria for individual verifiers certified by the California Air Resource Board’s (ARB) Mandatory Reporting of Greenhouse Gas Emissions program:

  • Provide proof of verifier certification in California’s ARB Mandatory Reporting of Greenhouse Gas Emissions program.

Additional criteria for individual verifiers working with a verification body that is certified by a program other than California’s ARB:
 

There are two types of individual verifiers. Each one requires specific criteria.

Verifier

  • Bachelor’s degree or equivalent in science, technology, business, statistics, mathematics, environmental policy, economics, or financial auditing; or work experience or personal development activities that provide the applicant with the communication, technical and analytical skills necessary to conduct verification.
  • At least two years of full-time work experience in emissions data management, emissions technology, emissions inventories, environmental auditing, or other technical skills necessary to conduct verification.

Lead Verifier

  • Meets criteria for verifier.
  • Has at least four years of work experience as a project manager or lead. Two of those years can be graduate level work in the development of greenhouse gas or other air emissions inventories or work as a lead environmental data or financial auditor in the private sector.

A verifier or a lead verifier who meet additional criteria can become a specialized sector verifier.

Specialized Sector Verifier

  • Meets criteria for verifier.
  • Has at least two years of professional experience in the sector in which seeking certification.
  • Must be affiliated with a verification body that holds certification in the same sector.
