Clean Air Rule Reporting

Organizations covered by the rule are required to submit two reports to Ecology showing they have met the rule requirements. The reports include the annual greenhouse gas emissions report, which is already required, and a new three-year-compliance report showing how they met their required emission reduction. Both the greenhouse gas and the compliance report must be verified by an approved third party.

Steps for submitting your compliance report

Compliance reports need to be entered in the Clean Air Rule Tracking System (CARTS).

  1. Secure Access Washington - Sign in through your existing Secure Access Washington (SAW) account or create a new one.
     
  2. Request access - Request access to the Air Quality Application Portal.
    • Select “add a new service”
    • Choose “Department of Ecology”
    • Find “Air Quality Application Portal” on the list and click “Apply”
       
  3. Register - You will need to go into the portal to register with CARTS. Within five business days you will receive an email from Ecology confirming your registration.
     
  4. After you receive the confirmation email, you can access CARTS and begin entering your reduction information.

Greenhouse gas reporting

All businesses covered by the Clean Air Rule are required to continue reporting their greenhouse gases annually. These businesses are now also required to get annual verification from an approved third party. Businesses who are not covered by the Clean Air Rule are not required to get verification. Greenhouse gas reports are entered on Ecology’s Electronic Greenhouse Gas Reporting (eGGR) system. Please visit the greenhouse gas reporting page for more information.

Clean Air Rule three year compliance report

Compliance reports document the actions taken by an organization showing that it met the Clean Air Rule requirements. The report contains information about emission reduction units that are generated, obtained, used, traded, sold, or banked. It also includes verification by a third party approving that the actions taken are permanent, enforceable, and sufficient to meet the organizations requirements.
