Who Pays the Pollution Prevention Planning Fee?

The Department of Ecology collects the Pollution Prevention Planning fee from any facility that generates more than 2,640 pounds of recurrent hazardous waste annually or that reports toxic releases according to Federal Emergency Planning Community Right-to-Know requirements.

Ecology personnel identify facilities as fee payers by reviewing the information submitted on the Dangerous Waste Annual Report and/or the Form R of the Toxics Release Inventory Report. There are limited exemptions for planning and fee requirements.
