RCRA Site Identification Numbers


What is a RCRA Site Identification Number?

The RCRA Site ID number is an identification number used on the Uniform Hazardous Waste Manifest (EPA Form 87022) that accompanies and identifies dangerous waste shipments. It is not a license or permit.

A RCRA Site ID number (ID number) is required by the Washington State Department of Ecology's Dangerous Waste Regulations WAC 173-303-060 Exit Ecology  for:

The Site ID Form is needed to obtain a RCRA Site ID number or to revise, withdraw or cancel an existing number.

The Site's RCRA Site Identification Number

A contractor who generates dangerous waste on a site that already has a RCRA Site ID# would use the site's existing Site ID# on the waste manifests. Regulated dangerous wastes from demolition would be included on the site's Annual Dangerous Waste Report. If the site does not have a RCRA Site ID# and regulated amounts of waste are generated, it must obtain one.

Examples

A construction site that has no previous RCRA Site ID number must obtain an ID number if hazardous wastes are generated at or above the small quantity generator levels (220 pounds per month or batch or more). A contractor who generates dangerous waste on a site that already has a RCRA Site ID# must use the existing Site ID#. Any wastes generated on the site would be reported on that site's annual report forms.

A regional airport hires contractors to do demolition and new construction on airport property. The airport already generates enough dangerous waste every month from building, vehicle and aircraft maintenance and repair activities to be classified as a Small Quantity Generator. The airport must add the quantity of any waste generated each month by their contractors and the contractor's subcontractors to the amounts of dangerous waste generated by normal airport activities. The airport may become a Medium or Large Quantity Generator for some of the months during the remodeling period.

The Contractor's RCRA Site Identification Number

If a contractor takes waste to his or her own shop - for example to strip and re-finish salvaged architectural moldings, he or she would be generating and manifesting the resulting paint / varnish / solvent waste under the shop's ID#.

Withdrawn or Cancelled RCRA Site Identification Numbers

Once a RCRA Site ID# is assigned to a site it stays active until it is withdrawn or cancelled by the generator. This is true of "one-time-only" sites as well as sites that generate dangerous waste every month. The ID# can be withdrawn or cancelled when all of the dangerous waste activity has stopped and the annual reports for all active years has been received by Ecology.
